Approved rate changes for fiscal year 2020, beginning Oct 1

DC Water hosted town hall meetings in all 8 wards of the District in May and early June, followed by a public hearing on June 12 before our Board of Directors. We recorded one of the meetings (Ward 7) for customers who were not able to attend. You can watch that video below.

In September 2018, DC Water formed the 19-member Stakeholder Alliance (DCWSA) to provide independent advice and a diversity of viewpoints to DC Water Management on a variety of programs and policies; increase customer education by providing DC Water with new opportunities for outreach; and propose to DC Water ways to continue effective and efficient long-term public involvement with improved communication tools.

DCWSA conducted several meetings to discuss the Clean Rivers Impervious Area Charge (CRIAC) and options to mitigate the rapidly increasing CRIAC.

  • The proposed FY 2020 budget balance infrastructure investment with growth in rates and includes:
  • CRIAC shift was calculated at 37%
  • CRIAC shift to Sewer Volumetric will be phased-in: 18% in FY 2020, 28% in FY 2021 and 37% in FY 2022 and beyond

The gradual shift avoids rate shock to customers. Shifting some of the Clean Rivers cost recovery to the volumetric rate gives customers more control over the amount that they pay towards the project. The CRIAC shift meets the DC Water Board rate-setting policies.

Below are the approved rates for Fiscal Year 2020. The Board considered the customer comments and voted on the following rate changes at the board meeting to be held on Thursday, July 11, 2019.
