David Parker serves the Authority as Vice President, Engineering. Mr. Parker has over 30 years of experience in planning, design, and construction management of wastewater and water treatment facilities, pumping stations, and related infrastructure.  Prior to joining DC Water, he worked in the consulting engineering field as a design manager, project manager, and office leader. 

He holds Master's and Bachelor's degrees in Civil Engineering, both from Virginia Tech.  He is also a registered Professional Engineer in the District, Maryland, Virginia, and North Carolina.
