DC Water seeks to contract with an experienced Hearing Officer to carry out administrative hearings. The selected Hearing Officer will be responsible for conducting hearings related to bill disputes and drafting orders to resolve these matters. The ideal person should possess superior legal writing skills, have previous experience as a hearing examiner, and a comprehensive understanding of DC Water regulations and procedures.
The issues are sometimes complex and the decisions are often appealed to the District of Columbia Court of Appeals. Clear and concise written decisions are very important and expected.
Key Responsibilities:
- Conduct hearings for DC Water’s bill disputes and other related matters.
- Analyze evidence, testimonies, and relevant documentation to reach a fair and impartial decision.
- Prepare well-written orders outlining the resolution of disputes.
- Collaborate with internal departments to manage cases and dockets.
- Remain updated on industry best practices, legal developments, and regulatory changes affecting utility operations.
Requirements:
- Previous experience as a hearing examiner is desired but not required.
- Minimum 10 years of legal experience.
- Must meet one of the following requirements: extensive experience in administrative law, experience conducting arbitrations and writing arbitration decisions, or experience acting as a mediator for complex legal cases.
- Strong knowledge of DC Water’s regulations, practices, and procedures.
- Excellent analytical, research, and problem-solving skills.
- Exceptional written and verbal communication abilities.
- Detail-oriented and capable of managing multiple cases simultaneously.
- Available for remote hearings.
- District of Columbia Bar Membership is required.
Billable Hourly Rate: Negotiable, commensurate with experience.
