Impervious Area Charge Incentive Program

Effective October 1, 2013, DC Water customers are able to participate in the Clean Rivers Impervious Area Charge (CRIAC) Incentive Program. Customers who manage stormwater on their property through the use of approved best management practices such as rain gardens, rain barrels, pervious paving, green roofs, bioretention practices, and stormwater reuse methods may be eligible for up to a 4% discount on the impervious area charge that appears on their DC Water bill. DC Water's Clean Rivers CRIAC Program is an extension to the District Department of Energy and Environment's (DOEE's) RiverSmart Rewards Program that began in July 2013. Eligibility determinations are made by DOEE.

Formed in August 2018 to review scenarios for adjusting the Clean Rivers Impervious Area Charge (CRIAC), the DC Water Stakeholders Alliance (DCWSA) was structured to provide advice and information from a community perspective concerning policy decisions.

After the review and analysis of several policies, the DCWSA voiced concern about the 4% CRIAC credit provided for stormwater Best Management Practices (BMP).

DC Water’s Board adopted an increase from 4% to 20% for the CRIAC Credit Incentive Discount Program maximum credit for stormwater BMP, effective October 1, 2019 (FY 2020).
