Buying or Selling? DC Water makes it easy!
Your Title agent has direct access to us through our 3rd Party Portal (3PP) application. Ensure your Title agent obtains your Ownership Change Request (OCR#) from the portal. Your first or final bill will arrive within 30 days. Please note that ownership change requests are not accepted by phone or email. DC Water accounts are assigned to the property owner, not individual occupants. Tenants are added to the property owner's account and can receive a copy of the bill. In accordance with District of Columbia Municipal Regulations, property owners are ultimately responsible for payment of all water and sewer bills, including any bills left unpaid by a tenant.
Renting or Leasing? No problem!
Tenants share the existing account with the property owner. To receive a copy of the bill in your name, the owner or authorized representative (i.e., management company) can call or email your information! See contact information and details below!
When contacting us please provide:
- A daytime phone number for the tenant, including the area code
- The service address where the tenant should be added
- The DC Water account number associated with the service address

- Third-Party Contact – In accordance with D.C. Law 22-104, the "Community Residential Facilities Third-Party Notice of Utility Disconnection Requirement Act of 2018” (the Act), the District of Columbia Water and Sewer Authority’s Third Party Designation and Notification Form assists customers, such as assisted living residences, community residence facilities, or nursing facilities operating in the District of Columbia as defined by the Act, to designate another person or an agency to be the customer’s Third-Party Contact. This designation authorizes the Third-Party Contact to receive a copy of any notification.
