Apera Nwora serves the Authority as Director, Government Affairs and Public Policy.  In this capacity, Ms.  Nwora leads all activities associated with DC Water’s presence on local, state, Federal, and interagency policy stakeholder matters.  Apera has spent her entire career in the energy sector spending a significant amount of time leading utilities in successful and integrated approaches for stakeholder value creation and public policy.  She brings a broad range of experience and relationships to her role as Director of Government Relations & Public Policy at DC Water. Prior to joining Team Blue, Apera led Washington Gas’s External Affairs work creating the company’s first of its kind Stakeholder Outreach and Communications Framework.  Her time at Washington Gas was the extension of her work at AltaGas Services, a Canadian corporation, that is a North American energy infrastructure business with a focus on owning and operating assets to provide clean and affordable energy to its customers.  Apera served as a lead of the “boots on the ground” team that successfully closed the unanimous acquisition of Washington Gas in 2018, by AltaGas.

Rather it was working the renewable portfolio for NFL Stadiums at NRG Energy, leveraging the Voice of the Customer at Reliant Energy, or helping Pepco with their Green Infrastructure footprint; Apera has surmised that the joy and honor of the work is the cultivation of community and connectivity.  She is not only skilled at preserving the integrity of the brands that she works for, but she is passionate about empowering communities with the tools, advocacy and resources needed to ensure fair and balanced approaches are achieved and maintained. 

Apera received her Bachelor of Arts in Communication as well as Comparative Ethnic Studies, from Washington State University (Pullman, WA), and Master of Communication-Public Relations from the University of Houston (Houston, TX).  Given her extensive experience in the energy industry, as well as an established presence in the Washington, D.C., metro area, Apera has cultured, grown and enhanced relationships with community leaders near and abroad and looking forward to working with the dynamic team at DC Water.
