At DC Water, Barbara K. Mitchell helped spearhead the establishment of a groundbreaking Multifamily Assistance Program, aimed at providing support to low-income families and fostering sustainable practices in the water and wastewater sector. Her dedication and expertise in navigating complex legal issues and negotiating settlements led to successfully resolving customer disputes.

Barbara is a native of California, specifically the Los Angeles area. She obtained her bachelor's degree from Howard University in 2006, majoring in Political Science. Later, she went on to complete her Juris Doctor degree from the David A. Clarke School of Law in 2012.
