Barbara K. Mitchell

Director and Associate General Counsel

Barbara K. Mitchell is an accomplished legal professional with a diverse background in clean energy, administrative and tax law, customer disputes, and regulatory and statutory drafting. As an Associate General Counsel and Director at the District of Columbia Water and Sewer Authority (DC Water), Barbara K. Mitchell has been instrumental in driving positive change and achieving significant milestones in her career.

At DC Water, Barbara K. Mitchell helped spearhead the establishment of a groundbreaking Multifamily Assistance Program, aimed at providing support to low-income families and fostering sustainable practices in the water and wastewater sector. Her dedication and expertise in navigating complex legal issues and negotiating settlements led to successfully resolving customer disputes.

Recognizing the importance of customer satisfaction and streamlined administrative processes, Barbara took the initiative to help restructure customer dispute regulations and implement an innovative online dispute platform. By prioritizing customer engagement and creating customer-friendly administrative processes, she significantly enhanced the overall experience and satisfaction of DC Water's customers.

Barbara is a native of California, specifically the Los Angeles area. She obtained her bachelor's degree from Howard University in 2006, majoring in Political Science. Later, she went on to complete her Juris Doctor degree from the David A. Clarke School of Law in 2012. 
Barbara is an esteemed member of both the Maryland Bar and District of Columbia Bar.
