Ms. Kirkland comes to Montgomery County with over 30 years of legislative and policy experience, including 10 years of experience with the Office of the Attorney General and also serving as Chief Legislative Officer for two Maryland Governors, where she was responsible for the development and management of the Governor’s legislative agenda. In addition, she served as Special Secretary for the Office of Children, Youth and Families, where she managed and directed interagency efforts and monitored services for children with special needs and community partnerships throughout Maryland. Bonnie also served as Staff Director for the Aging Subcommittee of the U.S. Senate Health, Education, Labor and Pensions Committee and as Deputy Director for Committee Staffing and Legal Review for the Department of Legislative Services in Annapolis. Since September 2011, Bonnie has been teaching law students about legislation, legislative process and statutory interpretation as an Adjunct Professor at the University of Baltimore School of Law.
