Matthew Brown

Chief Operating Officer and Executive Vice President

Matthew Brown is the Chief Operating Officer and Executive Vice President of Operations and Engineering at DC Water. With a distinguished track record serving the Authority as Board Chair (2014–2017) and Chief Financial Officer (2017–2025), Mr. Brown offers a seamless integration of financial acumen and operational strategy. His roles at DC Water have given him a unique, holistic perspective on how the Authority operates and an understanding of how financial, operational, and capital investment decisions intersect.

Mr. Brown previously served as the Director of the Office of Budget and Finance for the District of Columbia. He also led the District Department of Transportation (DDOT), playing a crucial role in the reconstruction of the 11th Street Bridges, a major infrastructure project financed through the District’s first GARVEE bonds.

His career began in New York City’s Office of Management and Budget and extended to roles as Budget Director for the Washington Metropolitan Transit Authority, analyst for the Milwaukee Metropolitan Sewerage District, and project manager at Public Financial Management.

Mr. Brown holds a B.A. in Political Science from Texas Wesleyan University and an M.P.A. in Budget and Public Finance from The George Washington University. In 2025, he completed an Executive Certificate in Public Leadership from the Harvard Kennedy School.

He served on the U.S. Environmental Protection Agency’s Environmental Financial Advisory Board and as a member of the GFOA Committee on Governmental Budgeting and Fiscal Policy.

DC Water Announces Early Completion of Canal Road Slope Stabilization Project

Major Milestone Paves Way for Potomac River Tunnel Construction at the Site

DC Water has completed its slope stabilization project along Canal Road, a critical step in order to move forward with construction for the Potomac River Tunnel Project. Originally scheduled to end in February, the project finished about two months ahead of schedule, minimizing additional impacts to commuters and residents.
