The Tap And Meter Set Request Process Has Been Updated!

DC Water Permit Operations requires customers to submit tap and meter set requests together.

Please complete DC Water’s Tap and Meter Set Request form to be completed in its entirety. Completed forms must be submitted via email to Tap.MeterSetRequest@dcwater.com. Once your form has been submitted and processed, DC Water will provide a link for all required documents to be uploaded. Below is a checklist of the required documents:

  1. Miss Utility Ticket Number
  2. DDOT Public Space Construction Excavation Permit
  3. HUD-1 Form, Deed or Current Tax Bill 
  4. Invoice for Inspection Costs
  5. Water and Sewer Availability Certificate
  6. Utility Plan with DC Water Approved Stamp (identifying the location of the meter)
  7. Photo of Meter Set or Valve Box
  8. Credit Receipt for the Returned Meter [Only include if property has an existing meter]
  9. Approved Surveyor’s Certificate [Only required if property does not have an assigned address by DOB]
  10. Department of Buildings Letter [Only required if property does not have an assigned address by DOB]

Properties with 3-Inch Connections

The applicant is required to install the meter vault and run all pipework into the roadway prior to submitting their request. 

Properties with Existing Meters

The applicant is required to return the existing meter to DC Water prior to scheduling a new meter installation. If the meter was returned, please upload a copy of the credit receipt for the returned meter to the link provided.

If you do not have the existing meter to return, then you must pay the recovery cost of the lost meter. Contact LaTonya McMillan at 202-612-3489 or LaTonya.McMillan@dcwater.com.


To avoid any delays in processing your request all correspondence must be emailed directly to Tap.MeterSetRequest@dcwater.com for each request. Please email each form separately and do not send duplicate emails to this email account or contact staff directly.
