DC WASA to Host Public Hearing on Proposed Rate Increase

The District of Columbia Water and Sewer Authority (DC WASA) is hosting a Public Hearing to discuss proposed water and sewer rate increases on June 9, 2010 at 6:30 P.M. at the Washington Metropolitan Area Council of Governments, 777 North Capitol Street, NE (First Floor Training Room). If approved by the DC WASA Board of Directors, the new rates will become effective October 1, 2010.

The proposal would increase the water and sewer volumetric rate by $.77 per Ccf (or $1.03 per 1,000 gallons), increase the monthly Impervious Area Charge (IAC) from $2.20 to $3.45 per ERU and increase the monthly Customer Metering Fee in accordance with the meter size, (beginning at $3.86 per month for the standard 5/8” meter). If the Board approves these proposed rate adjustments in September 2010, the District’s Right-of-Way (ROW)/Payment In Lieu Of Taxes (PILOT) fee will increase from $0.43 per Ccf to $0.49 per Ccf. These fees are charged to DC WASA by the District government and are passed through as a separate line item on the DC WASA bill.

The current proposal includes a new Six – Tier IAC Residential Rate Structure that would replace the original methodology for residential customer charges with an ERU structure for residential charges based on a range of impervious surface quantity. Finally, the Board has proposed an expansion of the Customer Assistance Program to include the first 4 Ccfs of PILOT and ROW fees in addition to the existing discounts already available to eligible low income customers.

Under these proposed adjustments, the typical residential customer’s monthly bill would increase by approximately $8.66 per month and the typical customer enrolled in the CAP would see an increase of merely $2.52 a month (based on an average monthly usage of 6.69 Ccf or 5,004 gallons of water). The average total bill from DC WASA, including the District charges, would increase from $51.53 to $60.19.

Even with these rate increases, one gallon of DC WASA water costs about a penny.
