DC Water’s High-Tech Ground Monitoring Will Require Temporary Lane Closure
(Washington, DC) – DC Water’s contractor will install extensometers on the 800-block of Rhode Island Avenue NE. This work is a part of the Northeast Boundary Tunnel Project, dcwater.com/NEBT. Extensometers are deep borehole monitors installed to measure any soil displacement during the construction of the tunnel.
The contractor will install two extensometers in the westbound center lane of Rhode Island Avenue NE under the Rhode Island Avenue Brentwood Metro Station bridge. Work will begin, weather permitting, on Monday, April 6, 2020, between 9:30 AM and 3:30 PM and is expected to take up to ten days to complete.
A geotechnical drill rig will be used during the installation process and will occupy the center lane on Rhode Island Avenue NE causing traffic to go around the construction. Lane reductions will be in place. Residents will experience parking restrictions on a portion of Rhode Island Avenue NE to allow traffic to pass during the work hours. Parking restrictions in place for this activity will be removed each day at 3:30 pm.
DC Water crews will return periodically to collect measurements from the extensometer locations. This will not require parking restrictions.
Travel Restrictions
- On Rhode Island Avenue, NW under the Rhode Island Avenue Brentwood Metro Station bridge traffic will be reduced to two lanes in the westbound direction.

- Parking will be restricted on the north sides of Rhode Island Avenue, NW (westbound direction) under the Rhode Island Avenue Brentwood Metro Station bridge.
Important Information
- Parking restrictions will be in place. Please do not park in the temporary No Parking areas. When the work is complete, the signs will be removed.
- Signs notifying drivers and pedestrians of “Construction Ahead” will be set-up in accordance with District permits obtained for this investigation activity.
- Before the team demobilizes from the site, the work area will be cleaned, all drilling equipment and debris will be removed.
Northeast Boundary Tunnel Project
The District of Columbia Water and Sewer Authority (DC Water) is implementing its DC Clean Rivers Project for the District’s combined sewer system. The project comprises a system of tunnels and diversion sewers for the capture of combined sewer overflows (CSOs) to Rock Creek and the Anacostia and Potomac Rivers for treatment at DC Water’s Blue Plains Advanced Wastewater Treatment Plant. The DC Clean Rivers Project will reduce CSOs annually by 96 percent throughout the system and by 98 percent for the Anacostia River alone.
The work under the Northeast Boundary Tunnel (NEBT) project consists of a large, deep, sewer tunnel that will increase the capacity of the existing sewer system in the District, significantly mitigating sewer flooding and improving the water quality of the Anacostia River. The tunnel alignment starts south of the RFK Stadium and extends north to Rhode Island Avenue and west to R Street NW.
