Traffic Advisory - East Capitol Street West of RFK Stadium

(Washington, DC) – In preparation for construction work associated with the Northeast Boundary Tunnel Project (NEBT) (www.dcwater.com/nebt), crews will begin work under the median on westbound East Capitol Street NE. The work is being conducted by crews from Salini Impreglio Healy Joint Venture (SIH) on behalf of DC Water’s Clean Rivers Project to construct the NEBT.

Beginning on or around Monday, June 25, 2018, weather permitting, SIH construction crews will occupy a small area on East Capitol Street NE, west of RFK Stadium. Crews will install a bypass pump under the median allowing SIH to divert sewage flows around a section of pipeline that must be replaced. To accomplish this work, it will be necessary to restrict westbound traffic on the inside two lanes on East Capitol Street NE west of 22nd Street SE.

  • Work is scheduled to continue for approximately four months.
  • Work hours are between 7:00 AM and 7:00 PM.
  • Traffic restrictions will remain in effect for the duration of the project.
  • Traffic north of the median will merge into the right lane around the site.
  • Traffic south of the median will merge into the left lane around the site.

Important Information

  • People who must commute through the affected location may notice additional construction equipment as well as noise associated with construction activities.
  • Commuters will notice road signs and/or flagging personnel directing them around the work site.

The Northeast Boundary Tunnel is the largest component of the Clean Rivers Project and will start south of RFK Stadium and extend north to Rhode Island Avenue NE and west to 6th Street NW. When complete, the approximately five-mile long tunnel will significantly reduce chronic flooding in areas it serves, as well as reduce the amount of combined sewer overflows into the Anacostia River by 98%.
