Traffic and Parking Restrictions on Rhode Island Avenue, NE
(Washington, DC) – In preparation for construction associated with the Northeast Boundary Tunnel Project (NEBT) (dcwater.com/NEBT), DC Water’s contractor will extend the Rhode Island Avenue NE Construction Site onto one lane of traffic, reducing the roadway from three lanes to two lanes in each direction. The contractor will begin a construction process for stabilizing the ground for excavation. Travel lanes on Rhode Island Avenue, NE near the site will shift and be reduced to two (2) lanes in each direction. Work is expected to begin on or about January 2, 2020, and will take approximately 4 weeks to complete. Parking restrictions will be in place on both sides of Rhode Island Avenue, NE. Please follow all traffic signs and flaggers and exercise caution around the area.
Work hours are between 7:00 AM and 7:00 PM, Monday through Friday.
Travel and Parking Restrictions
- Travel lanes will shift to the south of the Rhode Island Avenue NE Construction Site and will be reduced from three (3) to two (2) travel lanes on Rhode Island Avenue, NE.
- Primary traffic impacts will be between the 500 – 1000 blocks of Rhode Island Avenue, NE.
- Westbound parking restrictions will be in place on Rhode Island Avenue, NE between 12th Street, NE and the Metro bridge.
- Eastbound parking restrictions will be in place on Rhode Island Avenue, NE between Washington Place, NE and 11th Street, NE.
- Left turns will not be allowed from Rhode Island Avenue, NE eastbound to Reed Street, NE or 10th Street, NE.
Pedestrian Restrictions
- Pedestrians will navigate the construction site by using the path established around the construction site.
Additional Information
- People who live or work near the affected locations will notice additional construction equipment and personnel as well as noise associated with construction activities.
- Commuters and pedestrians will notice road signs and/or flagging personnel directing them safely around the worksite.
- Pedestrians will notice signage that will direct them around the construction site.
Project Details
The Northeast Boundary Tunnel is the largest component of the Clean Rivers Project. It begins south of RFK Stadium and will extend north to Rhode Island Avenue, NE and west to 6th Street, NW. When finished, the approximately five-mile-long tunnel segment will complete the Anacostia River Tunnel, a 13.1-mile-long tunnel that ends at the Blue Plains Advanced Wastewater Treatment Plant. This project will significantly reduce chronic flooding in the areas it serves, as well as reduce the number of combined sewer overflows into the Anacostia River.
