WASA Names Four Senior Executives to Major Posts

At the monthly meeting of the Board of Directors today, Jerry N. Johnson, General Manager of the District of Columbia Water and Sewer Authority (WASA), announced the appointment of four executives to senior management positions.

“These posts are being filled by professionals with extensive and proven track records in leadership and achievement,” Johnson said. “These are critical positions for an industry-leader, like WASA, that is striving for world-class stature.”

The appointments fill vacancies in top leadership positions in major Authority departments, including Human Resources, Water Services, Customer Service, and Facilities and Security.

Johnson noted that, as a provider of critical public services, WASA has an important mission and huge responsibilities. “WASA is rebuilding the District infrastructure and making a substantial investment in water system and water quality improvements. We are continually enhancing our customer services with the integration of new technologies, operational efficiencies and system improvements. Our commitment to having a skilled, productive workforce is as strong as our obligation to secure our facilities in the nation’s capital from potential threat or harm. These appointments will set us more firmly on the path to achieve these goals for our customers and our community.”

The appointments include:

Human Resources Director -- Katrina Wiggins
Ms. Wiggins will oversee the management and administration of the Authority’s Human Resources programs, including employment, training, compensation and benefits. With 20 years of human resources experience, Ms. Wiggins comes to WASA from the Washington Metropolitan Area Transit Authority (WMATA) where she was Director of Human Resources and Planning. She has also served as Director of Human Resources for the National Chapter of the American Red Cross. Ms. Wiggins received her bachelor’s and master’s degrees in human resources management from the American University in Washington, DC.

Water Services Director -- Louis Jarvis
Mr. Jarvis will oversee the day-to-day operations of the Water Services Department which provides distribution and water quality services for customers in the District of Columbia. Jarvis has 19 years of experience in the water and sewer services industry and joins WASA from the City of Detroit where he was Assistant Director of Asset Maintenance for the Water and Sewerage Department. He has also held the post of Transmission and Distribution Supervisor for the Jamaica Water Supply in Queens, NY, and was later promoted to the Water and Sewer Superintendent in the Department of Environmental Protection. Prior to joining the City of Detroit, Mr. Jarvis worked for the City of Falls Church and the Town of Leesburg, VA as Pumping Station Operator and Cross Connection Compliance Officer.

Customer Service Director – Eva Liggins
Ms. Liggins has 20 years of customer service management experience. As the new Director of Customer Service at WASA, Ms. Liggins will oversee customer services and information systems, credit and collections, billing, and meter and field services. Her career with WASA began in 1998 as a Customer Service Manager. Prior to joining WASA, Ms. Liggins served as Vice President of Title Approval for the Chesapeake Appraisal & Settlement Services, Inc. in Linthicum, MD. Previous posts have included Circulation Call Center Manager and District Sales Manager for the Baltimore Sun. Ms. Liggins has a bachelor’s degree in psychology from Hampton University in Hampton, VA and is a graduate of the Executive Leadership Institute of the National Forum for Black Public Administrators.

Security Manager – Carl Banks
Mr. Banks joined WASA in May 2006 and is responsible for the administration and coordination of Authority efforts to assess, manage and mitigate security risks and threats to WASA facilities and personnel. Mr. Banks has more than 15 years of experience as a senior security professional. Before joining WASA, he has held posts as Security consultant for IBSS, in Westtown, NY, Senior Security Consultant for Verizon in Richmond, VA and Physical Security Consultant for Bell Atlantic in Arlington, VA. Mr. Banks received his bachelor’s and master’s degrees in political Science and urban affairs from Virginia Tech University in Blacksburg, VA.
